In a significant development, the International Cricket Council (ICC) has acceded to the Pakistan Cricket Board’s (PCB) request, preventing countries from using security concerns as a pretext for non-participation in the 2025 Champions Trophy hosted by Pakistan. Previous objections from the management committee have been resolved based on ICC documents and legal advice.

Despite a visit by ICC Chairman Greg Barclay and CEO Geoff Allardice in May, the issue persisted until now. Pakistan’s insistence on an independent security agency assessment, in case of a team refusing participation on security grounds, has been accepted by the ICC.

While current plans involve hosting all matches in Pakistan, concerns loom over potential reluctance from the Indian government to allow the Board of Control for Cricket in India (BCCI) to send the Indian team. A decision on India’s participation is pending, and if India opts out, there’s a possibility of relocating some matches to the UAE, with the ICC covering additional expenses.

PCB management committee head Zaka Ashraf’s meeting with Khalid Al Zarooni of the Emirates Cricket Board did not specifically address the Champions Trophy, but the UAE has expressed strong cooperation with Pakistan.

The formal hosting agreement was signed in Dubai after a prolonged deadlock, with Zaka Ashraf and ICC General Counsel Jonathan Hall at the ICC headquarters. The PCB has informed the government about the necessity for robust security measures, gaining assurance from Caretaker Prime Minister Anwaar-ul-Haq Kakar in a recent meeting.

The resolution of these issues signifies progress towards the smooth execution of the Champions Trophy in Pakistan. The ICC’s acceptance of Pakistan’s conditions demonstrates a commitment to addressing security concerns while ensuring fair competition. The formal signing of the hosting agreement in Dubai marks a significant step forward in the preparation and organization of the 2025 ICC Champions Trophy in Pakistan.
